To open Jira attachments in new tab, the Secure Attachment Transfer plugin does not need any configuration. Immediately after installation, in Jira Service Management issue details, a new link “Attachments in New Tab“ will appear in the issue details:

After uploading the files, you will need to refresh the browser tab to see the attachments in the list. Only Adobe Acrobat files and images will be opened in a new tab by default. Other file formats will be opened in a new tab if corresponding online viewers are used by the users (e.g. Microsoft Office365 or Google Docs for Office files). |

Due to a security measure introduced since Chrome version 88, to open Adobe Acrobat attachments in a new tab, instead of a left mouse click, a middle mouse click or Ctrl+left click should be used. |
